The scope of the plan calls for the establishment of a broad framework that will guide the physical development of the community over the next five or more years in terms of land use, open space, density of development, primary circulation systems, and linkages with the surrounding community. The goal is to ensure that physical development decisions made in the near term reflect and contribute to a clear, long range concept for conservation of communities, resources and maintenance of a unified, efficient and attractive community well into the next decade.

 The ORACLE–Educational Community will encounter a myriad of unpredictable cycles of growth, change and stability in the development of the community in years to come. To that end, the Plan offers a degree of flexibility even as it provides a predictable, overall structure for efficient, high quality development of this project. Thus the Plan establishes a general framework rather than overly prescriptive details that may not be consistent with changing, specific needs and circumstances. The Plan is a dynamic instrument that will be augmented, from time to time by more detailed Sub Plans that can address specific scenarios of site, program, infrastructure, and other factors.

The objectives of the Master Plan Proposal are:

  • To provide a centralized location for ORACLE’s headquarters and educational facilities.
     
  • To provide a location for ORACLE’s Institutes and recreational needs.
     
  • To effectively and adequately manage the growth of ORACLE.
     
  • Conservation and preservation of a historical site that is cherished by the Religious Community and the Catholic Church.
     
  • Provide a facility that can be available year round for ORACLE’s many activities and ministries.
     
  • To provide socio-economic growth to the surrounding community.
